Andrew Ngui is the first Chief Digital Officer for the City of Kansas City, Missouri, where he leads digital transformation, change management, data, and AI. An MIT-trained innovation leader, he engineers human-centered systems that help public institutions improve operations, strengthen service delivery, and create durable value.
Ngui focuses on the practical mechanics of applying AI inside government, especially where operational complexity, workforce capacity, infrastructure needs, and fiscal constraints converge. Most recently, he led Kansas City’s partnership with Bellwether at X, the Moonshot Factory, deploying novel AI to rapidly assess infrastructure damage and help unlock federal aid. He also spearheaded Innovate 311, an AI-ready modernization effort recognized in 50 States, 50 Breakthroughs as the State of Missouri’s featured initiative.
Named to Apolitical’s 2026 Government AI 100, Ngui has facilitated working groups with the GovAI Coalition, a network of more than 900 government agencies. A Prosci-certified change practitioner, he speaks widely on how state and local governments can move from AI pilots to trusted, scalable implementation.
