Julia is a nationally recognized civic innovation and govtech leader with deep experience advancing digital transformation in government. A founding board member of the Colorado Smart Cities Alliance, she helped shape one of the nation’s leading models for cross-sector smart cities collaboration. She has served as Chief Innovation and Technology Officer for the City of Boulder and as Deputy CIO and COO for the Colorado Governor’s Office of Information Technology, leading major efforts in digital modernization, operational redesign, and data-driven innovation. Julia now serves as VP of Government Relations at Clariti.
