Joe Swisher is a hands-on leader and strategic business development executive serving the U.S. public sector at Visa. Since March 2022, he has focused on expanding payment programs and modernizing operations across a broad federal client base (~300 agencies). Joe builds strong relationships with decision makers to deliver secure, scalable solutions that strengthen mission readiness, mitigate risk, and improve outcomes.

Previously, Joe was Senior Manager at Savan Group, where he led consulting engagements for GSA SmartPay®, the world’s largest purchase and travel card program (~$30B annual spend). He embedded analytics into decision making, directed project plans and risk frameworks, and ensured successful delivery.

Joe’s federal experience includes two tours with the U.S. Department of the Treasury, providing global technical support and training for the Department of Defense, serving as a Blockchain SME, and co authoring “Strategies for Intelligent Automation – Building a Resilient Workforce,” published in AGA’s Quarterly Journal of Government Financial Management.

Earlier, Joe led audit operations at Apple, overseeing risk-based programs for corporate card and expense reports totaling over $480M annually. He designed global audit processes, integrated analytics, and improved employee engagement through data driven insights.

A combat experienced U.S. Army officer and Bronze Star recipient, Joe brings operational realism and a change agent mindset to every engagement. He is passionate about upskilling teams, elevating customer experience, and translating policy and process into practical solutions that deliver measurable value for the public.
