Dawn M. Comer, Executive Officer and Sr. Director of Digital Inclusion & Innovation for the City of Los Angeles in the Mayor’s Office of Finance, Operations & Innovation works to transform City services. Her office introduces new technologies and innovative practices to address digital inclusion and broadband access, and uses data analytics to build a data-driven culture that supports equitable services throughout the City.
In her current role, Dawn has led the development and launch of the City of L.A.’s Vision Lab Digital Inclusion Program, focused on building pathways for youth to access technology careers, and equipping local entrepreneurs with technology tools and training to advance their business ideas.
She was previously a FUSE Corps fellow for the City of Los Angeles, leading Smart City initiatives and has decades of experience as a Strategy Consultant at IBM, leading digital transformation for Fortune 500 clients.
Dawn holds a Bachelor of Science (BS) in Electrical Engineering from North Carolina A&T State University, a Masters of Business Administration (MBA) from the University of Southern California Marshall School of Business, and is a graduate of the Aspen Institute Tech Policy Hub’s Tech Executive Leadership Initiative (TELI) Program.
