Ishu Gupta leads the City of Green Bay’s innovation and data strategy. He drives the City’s approach to data, technology, and capacity building to tackle strategic priorities with fresh ideas and cross-functional solutions. He takes a problem-first approach, helping the City move from technology pilots to trusted, scalable implementation.
Prior to this role, Ishu came to Green Bay as a Bloomberg Harvard City Hall Fellow. He previously worked as an action researcher at the Indian Institute of Management Ahmedabad, where he focused on the intersection of politics and policy implementation.
Ishu holds a Master’s in Public Policy from the Harvard Kennedy School. He holds certifications in responsible technology from Stanford University’s Human-Centered AI and the Bloomberg Philanthropies City Data Alliance, and he was named a Rising Civic AI Leader by the Aspen Institute in 2025.
