Kerry Joseph is the Chief Digital Officer for the City of South Bend, where he leads digital strategy within the Innovation & Technology department. A former developer and Director for the City, he now oversees digital platforms, system integrations, and AI-driven development efforts that are reshaping how the City builds and delivers services.

Kerry’s work includes leading some of the technical aspects South Bend’s participation in the Bloomberg-supported CARE initiative, focused on embedding data-driven workflows into frontline service delivery, as well as advancing Flow Forward, a Resident Success pilot supported by a custom-built case management system that structures staff workflows and tracks resident outcomes in real time. He is focused on modernizing city systems, improving access to services, and shifting from traditional low-code tools toward scalable, AI-enabled development.
